David Slifkin - Vice President

David Slifkin is the Vice President of Health Care for Rockhall Funding Corp. Prior to joining the company he was CEO of Personal Touch Home Care for the past 25 years. During this period he engineered an $85 Million refinancing to permit the principles to withdraw capital and, obtained a $60 Million credit facility for operations. His involvement with the clients will extend beyond the initial transaction and help them develop additional business opportunities. His commitment has and always will be to help create a financing structure that permits effective functioning of the business by ensuring the appropriate financing is put into place.

Jaymes Katilus - SVP, Chief Underwriter

Jaymes Katilus is the Chief Underwriter of Rockhall Capital Funding and oversees all MAP and LEAN mortgage transactions submitted to the Department of Housing and Urban Development for FHA Mortgage Insurance. Jaymes joined Rockhall in 2018 and previously served in the same position for American Property Financing, Wachovia Multifamily Capital and Tavernier Capital Funding. Mr. Katilus has underwritten countless mortgage transactions involving nearly every Section of the National Housing Act and has been personally involved in underwriting over $1 billion of FHA insured financing. He has personally underwritten successful applications under Sections 221(d)3, 221(d)4, 223(f), 223(a)7, 232, 232/223(f), 202, 241(a) and 241(f) of the National Housing Act. Additionally, he is well versed in the seldom-utilized 231 and 242 programs and has underwritten 202 direct loans and 236 “Decouplings”. A number of these transactions have also included Low Income Housing Tax Credits, Historic Tax Credits, Hope VI Revitalization Grants and Tax-Exempt Bond Financing combined with FHA insured financing.

Mr. Katilus was previously employed by the U.S. Department of Housing & Urban Development (HUD) for twelve years as a Multifamily Appraiser and later as a Team Leader/Production Specialist. His experience also includes thirteen years in the residential and commercial construction industry. Jaymes served honorably in the United States Marine Corps and is a graduate of the State University of New York at Buffalo holding B.A. and M.A. degrees in Economics.

Steven Marx - Senior Director

Steven Marx is Managing Director in the Rockhall Funding FHA/HUD office and specializes in both multifamily and healthcare financing. Steven specializes in debt and equity origination for multifamily and commercial real estate in all real estate life cycles including ground-up development, redevelopment, pre-stabilized and stabilized. Steven has been involved in a wide range of real estate finance transactions and syndications. His expertise includes market rate & affordable multifamily housing, assisted living and skilled nursing facilities.

Ashley Wilkens, CPA - Deputy Chief Underwriter

Ashley Wilkens focuses on evaluating and underwriting FHA/HUD transactions for nursing homes, senior living facilities, hospitals, multifamily apartments and affordable housing projects on behalf of not-for-profit and for-profit borrowers. She is an approved underwriter for the Multifamily, LEAN (Section 232), and Hospital (Section 242) programs. In 2018, she underwrote the largest single asset Section 232/223(f) loan (at that time) for $94MM by taking a unique approach to HUD’s board and care criteria achieving a net present value of debt service savings for the client in excess of $13MM. In addition, she was part of the underwriting team that successfully closed the first Section 242/223(f) refinancing and Section 207/223(f) refinancing of a Section 202 Direct Loan to take advantage of newly released regulations. Prior to joining Rockhall, Ashley was at B.C. Ziegler & Company where she specialized in mergers and acquisitions, strategic advisory, capital formation, and financing engagements for senior living and healthcare providers. In addition, Ashley served as the Chief Operating Officer of Ziegler Financing Corporation, an FHA/HUD lender and GNMA Seller/Servicer.

Peggy Ayala - Assistant Vice President and Controller

With an extensive commercial banking administration background, Peggy is responsible for much of Rockhall’s financial operations. Peggy handles core business functions such as accounts receivable/payable and annual audits. An experienced credit analyst, she also plays a critical role in transaction processing. Prior to joining Rockhall, Peggy held positions as Vice President and Comptroller at several mortgage lenders in the New York area.
